The Growth and Development of the
Sanstha
Karmaveer Bhaurao was
fortunate enough to see his vow of opening 101 High-schools, in the name of Mahatma Gandhi
and imparting education to more children than were hair in his beard, duly fulfilled.
During his life-time, the Sanstha was conducting 38 cosmopolitan boardings, 578 voluntary
schools, 6 training colleges, 108 secondary schools and 3 Colleges. He breathed his last
on May 9, 1959. The Rayat Shikshan Sanstha, since then has grown from strength to strength
in the decades to come after. The net-work of its branches has spread like the branches of
the benevolent banyan tree. Today, it has been conducting 40 colleges, 439 Secondary
Schools, 8 Training Colleges,26 Primary Schools, 18 Pre-Primary Schools, 68 Cosmopolitan
hostels, 7 Administrative Offices, 8 Ashramshalas, 2 ITI, and 60 Ancillary branches. One
can rarely find such an educational institution working devotedly in about 14 districts of
Maharashtra and one district of Karnataka with 16957 employees (females 3670) belonging to
148 castes and communities and 4 lakh 34 thousand 266 students (females 1,75,556). The
budget of the Sanstha was Rs. 30/- in the beginning. Now, in 2005, its annual
budget has risen high to Rs.159 crores. The statistics speak of the phenomenal progress and
achievement of the Rayat Shikshan Sanstha.
The Rayat Shikshan Sanstha stands undefied on solid basis of the unique, peerless devotion
and sacrifice of its founder-father Karmaveer Bhaurao Patil alias Anna, his wife Sou.
Laxmibai Patil alias Vahini, the teachers of the voluntary schools, and the employees and
the sympathisers of the Sanstha. Long before Bhaurao passed away, he had donated his own
land to the school of the Sanstha at Aitwade BK; he had no house of his own at Satara and
no account whatsoever in any bank .

His wife Sou.Laxmibai Patil, the idol of sacrifice, had handed over all her gold ornaments one after the other including even her sacred Mangal Sutra, to meet the expenditure of the Boarding House. The teachers of the voluntary schools and the Life-Members of the Sanstha worked on very scanty wages and sometimes even without wages. Karmaveer Bhaurao had thus formed a bright and ideal team of Life-Members and vast net-work of its workers whose selfless devotion and sacrifice contributed to the growth and development of the Sanstha.We are all indebted to Bhaurao for his selfless services to the cause of education and welfare of the masses. In recognition of the unique value of his work, the University of Poona honoured him with the D.Litt. and the Govt. of India with the Padma-Bhushan. However the masses of Maharashtra, literate and illiterate, the poor and the rich had already conferred on him the greatest title "Karmaveer" meaning, "hero in action", long before. The people of Maharashtra came under the strong and formative influence of Karmaveer Bhaurao Patil's towering personality, his lofty idealism, transparent character, simple living, uncommon sacrifice and saintly life. |
Salient Features
of the Sanstha
Administrative Set-up

The prominent feature of the Sanstha is its democratic administrative set-up. The Rayat Shikshan Sanstha is an educational institution belonging to the people, working for the people and being administered by the people. Bhaurao made it a point to safeguard it against any political domination. He welcomed all those who loved the Sanstha. As a result of this, the Sanstha today has been receiving ample co-operation and support, consistently from the people of diverse political opinions. It is significant to note that all the important policy decisions of the Sanstha are arrived at in the true spirit of democratic principles . The working of the institution has been guided and patronised by the eminent dignitaries of the national and the state level in their capacities as President, Chairman and Organizer. For the purpose of execution the Sanstha has instituted the posts of the Secretary, the Joint-Secretaries, (Higher and Secondary) the Auditor and the Regional Inspectors. The General Body, the Managing Council, the Executive Council the Board of Life- Members and the Accounts Committee are the bodies which periodically and democratically settle all issues and fix policies for smooth day-to day functioning of the Sanstha.
It is an established fact that the Rayat Shikshan Sanstha values quantitative as well as qualitative growth. Realising that quality has no alternative the Sanstha usually focuses its attention on quality-growth programmes with regard to teacher and student communities. In service-training courses, orientation programmes, seminars etc. are arranged for teachers. Teachers are sent for refresher courses in earnest. Staff Academies have usually been conducted in various disciplines. Research papers are read on various topics to foster academic growth in general. Subject-wise seminars are also held . With a view to promoting the quality of students, classes are arranged in Winter and Summer vacations for meritorious students. The consistent efforts are made to make teaching-learning an effective and significant activity.
1)Residential Guidance Centre
(Gurukul Prakalp)
The
Sanstha has started at Satara a residential guidance centre for the meritorious students
of 8th ,9th & 10th classes drawn from mofussil areas. Arrangements for their lodging
& boarding are made in the newly constructed hostel building for these students. Their
progress is monitored through Morning and Night Studies, Self - Study & Personal
Guidance. As these students are in continuous contact with the teachers, their progress is
regularly evaluated through different Tests and Exams. They are also provided facilities
for extracurricular activities & guidance for competitive examinations.
This year a hundred students
are availing themselves of the centre.
2)Rayat Talent Search Scheme &
Laxmibai Bhaurao Patil Scholarship
Karmaveer Bhaurao Patil used to traverse through Maharashtra in search of talented
students whom he brought to Satara and shaped their careers. He would provide for their
boarding, lodging and education. To revive this practice and to give it a modern touch
,the Sanstha has formulated an entrance test for the Rayat Talent Search scheme. Under the
scheme the student appearing for the Seventh Standard Examination through any of the
sanstha's schools will have to go in for the Examination for the papers on scholastic
ability &General Knowledge & Intelligence Tests . They will also face the orals
.The first 100 students from the successful students' Merit List will receive the Laxmibai
Bhaurao Patil Scholarship of Rs. 500 each for the period of three years. The Sanstha has
set aside a sum of Rs.10,00.000 for this purpose. The first Examination under the scheme
was held in April 99, for which some five thousand students appeared . They will also be
provided postal guidance.
3)'Savitribai Phule' Adoption
Scheme
The
Sanstha has invested a large amount of Rs. 10,00,000( Rs. Ten Lakh) in the fixed deposits
for the implementation of the Savitribai Phule Adoption scheme .The poor and needy girls
are provided the necessary financial assistance , uniforms ,and other educational
equipment from the interest amount of the deposit.
4)Open University Centres
The
Sanstha runs a centre of the IGNOU(Indira Gandhi National Open University )in the premises
of the Dhananjayrao Gadgil College of Commerce at Satara . At about fifty students attend
the counselling sessions at this centre. The centre of the Yashawantrao Chavan Maharashtra
Open University is also being conducted in the Colleges of the Sanstha at Shrirampur,
Kopargaon, Pimpri (Pune), Karad, Pandharpur and Panvel.
5) Competitive Examinations
Realising the importance
of the Competitive Examinations in the context of modern times ,the Sanstha has been
trying to make a mark in this field. A competitive Exam Guidance centre has been
opened in Chhatrapati Shivaji College Satara, with a view to creating awareness of the
competitive Exams and also offering the guidance and encouragement to the students wishing
to make a career in this field. This centre is well equipped with large library of
reference books, audio-visual aids and a number of the reputed journals devoted to the
various disciplines. At present, some hundred students are benefiting from the centre.

The Sanstha realising the need for the development of various
kinds of educational support material for its thousands of school and college students
has recently embarked upon an ambitious publication programme. In this respect, it has so
far published work-books in English, Maths, Science, Marathi Grammar and Value –
Education in collaboration with reputed Publishing Houses such as the MacMillan Co. of
India Ltd. And the ‘Orient Longman’. |

‘Education through self help’ was the education are, today, making their
mark on various fronts. seminal aspect of Karmaveer Bhaurao’s Educational Philosophy
at large. He made it a point to inculcate this through his novel idea of ‘Earn while
you Learn’ Scheme. The values such as self-reliance, confidence dignity of labour and

8) Computer
Education
Realising that value of Computer literacy cannot be over stressed in the context of the
modern world, the Sanstha has introduced it in almost all its schools.

From June 2002, the Sanstha has in collaboration with the MKCL (Maharashtra Knowledge Co-operation Ltd.), started MSCIT course at 28 school and colleges of Rayat Shikshan Sanstha. At Present the centre provides instruction leading to a three months Maharashtra State Certificate in Information Technology(MSCIT) which has become highly popular. Its sub-centres at Koregaon, Karad, Lonand, Pandharpur, Dahiwadi, Madha, Karjat, Shrigonda, Ahmednagar, Pune, Shrirampur, Kopargaon, Chandori, Satral, Pravaranagar, Vashi, Panvel, Phunde, Kolhapur, Vita, Savlaj are in full swing. |
Technical Education
Ashramashalas
As
"Education for the Deprived" has been the "Fundamental" of the Rayat
Shikshan Sanstha, it has focussed its attention on the education of the Adivasis
inhabiting the hilly areas of the country for centuries together. Unfortunately, the
Adivasis have remained uneducated, illiterate even after the attainment of Independence.
The Sanstha, therefore has started Ashramshalas for their education. It runs 8
Ashramshalas, at present.
Audit Department
Right from the beginning Karmaveer Bhaurao Patil held that the Sanstha was the possession
of the Rayat, the masses and he was to act as its trustee. He approached the masses to
collect money or food-grains for his institution instead of solely relying on the
Govt.aid. He valued a rupee each from a thousand persons more than a thousand rupee
from one person as he rightly believed that it would involve thousand people in the
mission of his Sanstha, inculcating in them a sense of affinity and belonging.
Bhaurao had set up
a separate Audit Department with the auditor as its head. It inspects the accounts of the
different branches of the Sanstha from time to time. Strict auditing ensures faultless
account. The maintenance of the true and correct accounts of the branches has generated a
clean image in the public mind. The Audit Department Controls and guides the Sanstha and
its branches in respect of their budgets and financial matters, promoting ease and harmony
in their routine work .The setting up of such an audit dapartment for the institution has
been a rare phenomenon.
Autonomous Status of
The Heads
The autonomy of the head of the
branch is an important factor in the administrative set-up of the Sanstha. He functions as
the representative of the management. He has to manage the affairs of the branch and look
for its overall development in the context of local situations and surroundings with the
co-operation of his colleagues and the local people. He has to look after his branch with
all sincerity and devotion. He has ample freedom, in the administration of his branch in
the light of the aims and objectives of the Sanstha. Normally the management does not
interfere in the routine matters of the branches and the Heads carry out their work with
all fidelity, affinity and responsibility.
